Almost two months after Donald Trump’s official launched peace negotiations between Russians and Americans about the destination of Ukraine, the series of summits and meetings at all levels between the western allies of kyiv in the Inception tunnel. The main cause of this paralysis is well known: the total lack of transparency with respect to discussions between Moscow and Washington, of which these allies remain excluded.
The discussions themselves are broader than they seem, since Russia wants to review all the security architecture of the European continent. However, there are many other factors that block the progress on the side of the allies, at the risk of placing all kyiv supporters in a dangerous exercise or “diplomatic fiction”, as a growing number of military and diplomatic sources.
Disagreements on the subject of sending troops to Ukraine after a high fire are an example of this. Despite the efforts of Paris and London to join forces to achieve this, their military leaders are not completely aligned by the necessary means. French are more favorable for land operation. The presence of troops in Romania since 2022 (around 1,000 soldiers) and the subsignal structuring of a complete logistics support network of France would facilitate this option.
The British, on the other hand, would prefer a less direct approach, mixing aerial and naval means, since their army has very limited numbers. In London, as in other capitals, sending conventional terrestrial troops, excluding special forces, there is also a consistent political risk. Hence the idea, pressed for several weeks by Ukraine support groups backed by the United Kingdom, to negotiate an air exclusion zone, according to some maps, Wolde draws a line from Belarus to the Black Sea, which passes east of kyiv.
‘Militzation’ or Ukraine
These differences are aggravated by practical conerns on the budgetary implications of such measures. According to the estimates made in Paris, the sending of land troops could mean, depending on certain options, investments of up to € 2 billion or 3 billion euros, followed by an annual cost more or less equivalent to the year of the operation around the operation).
